(CNBC) - House votes to block Trump's national emergency declaration, putting pressure on Senate GOP

The House voted Tuesday to block President Donald Trump's national emergency declaration, rebuking the president and pressuring Senate Republicans.

Democrats easily clinched the resolution in a 245-182 vote, and were joined by 13 House Republicans....

The legislation will now go to the GOP-controlled Senate. Despite Senate Majority Leader Mitch McConnell's support for Trump's action, he will have to take up the privileged resolution to block it. It could very well get through the Senate: only four Republicans need to join 47 Democrats in backing it for it to garner the simple majority needed to pass....

At least three Senate Republicans — Sens. Susan Collins of Maine, Lisa Murkowski of Alaska and Thom Tillis of North Carolina — have signaled they will support the legislation to block the emergency declaration. Both Collins and Tillis face re-election bids next year in ideologically split states....

Still, Trump plans to veto the bill. Democrats would then have a much tougher time convincing two thirds of both chambers — or 290 and 67 lawmakers in the House and Senate, respectively — to override the president.



Ari Melber just showed a clip of journalists asking questions of Mitch McConnell, asking whether Trump's emergency declaration is actually legal. He hemmed and hawed, saying there were "serious lawyers" in the Republican conference who were hashing it out.

(CNN) - Wisconsin governor pulls National Guard from southern border

Wisconsin Gov. Tony Evers ordered the state's 112 troops to leave their posts along the US' southern border Monday evening. The Democrat's order makes Wisconsin the third state to pull National Guard personnel from the border this month, citing President Donald Trump's rhetoric around border security.

"There is simply not ample evidence to support the president's contention that there exists a national security crisis at our Southwestern border," Evers said in a news release. "Therefore, there is no justification for the ongoing presence of Wisconsin National Guard personnel at the border." Evers added that the border should be the responsibility of US Customs and Border Protection.

He handed down an executive order to bring the National Guard troops home Monday. The order came weeks after New Mexico and California ordered their own National Guard troops to come home from the border.



Governors don't see any emergency, either....

182 members of the House of Representatives voted in support of Donald Trump’s declaration of an emergency. In fact by doing so they are essentially ceding the power of the purse to the Executive Branch, the responsibility for which lies with the House. The abdication of their responsibility may be unconstitutional in and of itself. I would like to see every one of them reconcile their no vote in public while at the same time reaffirming their oaths of office. I know, if wishes were horses beggars would ride.

I want to see them reaffirm their oaths of office, too, Brick! Because if they don't want to DO their jobs as legislators, they should simply step aside at the next election and allow someone who DOES care to take the seat....

Trump: Republicans who cross him on national emergency are ‘at great jeopardy’.

"President Trump warned Thursday that fellow Republicans who vote to nullify his national emergency declaration at the U.S.-Mexico border are putting themselves “at great jeopardy” politically.

Trump’s comments come as the Senate prepares to vote on a measure aimed at thwarting the president’s use of the declaration to direct billions of dollars more in funding to border barriers than Congress has authorized.

“I think that really it’s a very dangerous thing for people to be voting against border security,” Trump said in an interview with Fox News’s Sean Hannity. “I really think that Republicans that vote against border security and the wall, I think you know, I’ve been okay at predicting things, I think they put themselves at great jeopardy.”

The interview was recorded before Trump’s departure from his summit with North Korean dictator Kim Jong Un and is scheduled to air in full Thursday night.

The House on Tuesday voted 245 to 182 for the resolution rebuking Trump, with 13 Republicans joining Democrats to nullify his order.

Three Senate Republicans have announced plans to vote for the resolution — Thom Tillis (N.C.), Susan Collins (Maine) and Lisa Murkowski (Alaska) — while several others are wavering.

Those supporting the resolution have voiced concern that Trump’s emergency declaration could be cited as a precedent by future Democratic presidents to do an end-run on Congress on issues where they cannot get their way."

More immigrants cross border illegally since Trump's entry restrictions.

"Since the Trump administration regulated the flow of immigrants at official ports of entry along the U.S.-Mexico border, more immigrants have been caught crossing the border illegally, avoiding long wait-times to claim asylum, according to data obtained by NBC News.

Details: Between October 2017 and January 2018, 73% of border crossings recorded referred to immigrants crossing illegally. That percentage rose to 83% in the same period ending this January 31. CBP limited the number of immigrants who can be processed, so some asylum seekers have been turned away to wait in Mexico."

Exactly, Cooter. The wall is just for trump’s glorification. I keep saying that walls can be climbed over, dug under, and breached with a nice hole cut into them.

And those people crossing the border illegally? As I understand the law, they still have the right to request asylum.

(NBC News) - Senate votes to end Trump national emergency, as 12 Republicans join in rebuke

The Senate voted 59-41 on Thursday to cancel President Donald Trump's national security declaration to fund a wall on the border, as 12 Republicans joined Democrats in an unusual rebuke of the president.

Trump has vowed to veto the measure, which would block him from making an end run around Congress to obtain billions of federal dollars that have been set aside for other purposes to build the wall he has promised along the border with Mexico.

The vote could play a role in coming lawsuits challenging the emergency declaration. Before the vote, nine Republican senators said they would support the measure: Jerry Moran of Kansas, Rand Paul of Kentucky, Pat Toomey of Pennsylvania, Rob Portman of Ohio, Mike Lee of Utah, Mitt Romney of Utah, Lamar Alexander of Tennessee, Lisa Murkowski of Alaska, and Susan Collins of Maine.

The number of GOP defections grew when the final votes were tallied to include Marco Rubio of Florida, Roy Blunt of Missouri and Roger Wicker of Mississippi. Moran and Alexander have announced that they don't plan to seek re-election next year, while Collins is up for re-election in 2020.

Senate Leader Mitch McConnell, R-Ky., conceded last week that the resolution would clear the 51-vote threshold needed to pass.



Thom Tillis, who announced he would vote for the bill? Nope. Cory Gardner, Ben Sasse? Nope.

But my gosh, they got within eight votes of being able to override Trump's veto! (The House isn't close.)

What he said before: Tillis took the bold step of not just opposing Trump’s national emergency, but actually writing a Washington Post op-ed explaining why. After the senator, who is up for reelection in 2020, got some pushback from fellow Republicans, he told The Post’s Seung Min Kim: “It’s never a tough vote for me when I’m standing on principle.”

By midweek, though, it was clear Tillis was looking for a way out. He tried to help forge a compromise in which a president’s national emergency powers would be curtailed so he and others could vote with Trump.

What he did Thursday: Even though no compromise was reached, Tillis pulled a complete reversal and voted with Trump.

“A lot has changed over the last three weeks,” Tillis maintained. “A discussion with the vice president, a number of senior administration officials, a lot of collaboration with my colleague from Utah [Sen. Mike Lee] that’s a serious discussion about changing the National Emergencies Act in a way that will have Congress speak on emergency actions in the future . . . As late as today the president makes a statement that he’s willing to work with us.”

He maintained after the vote that this was not because he was worried about a primary challenge.

(CNN) - Court blocks federal funds for border wall in parts of California and New Mexico

A federal judge in California blocked the Trump administration on Friday from using $2.5 billion in federal funds for a border wall in portions of California and New Mexico.

According to a news release from California Attorney General Xavier Becerra, the US District Court for Northern California ruled in favor of a challenge to President Donald Trump's attempt to move billions from the Defense Department budget toward building a border wall in El Centro, California, and New Mexico. Trump's move was done as part of his national emergency declaration in February.

Becerra celebrated the ruling, which he said permanently stops the administration from proceeding with construction on the wall.

"These rulings critically stop President Trump's illegal money grab to divert $2.5 billion of unauthorized funding for his pet project," Becerra said. "All President Trump has succeeded in building is a constitutional crisis, threatening immediate harm to our state. President Trump said he didn't have to do this and that he would be unsuccessful in court. Today we proved that statement true."

(CNN) - McConnell vows to protect Kentucky middle school from Trump's grab for wall funding

Senate Majority Leader Mitch McConnell said he would defend funding for a new middle school in his home state of Kentucky after it was selected as one of the military projects the Trump administration will delay in order to fund border wall construction.

Secretary of Defense Matt Esper announced on Tuesday the list of projects impacted by the funding move, which would shift a little less than $1.8 billion from projects in 23 states and three US territories. The middle school was slated to receive $62.6 million in February 2020.

"Senator McConnell recently talked to Secretary Esper regarding the issue and is committed to protecting funding for the Ft. Campbell Middle School project," a spokesman for McConnell said in a statement.

The school is to be located on Fort Campbell, which covers 105,000 acres partly in Tennessee and partly in Kentucky. The base is home to the Army's fifth largest military population, including members of the 101st Airborne Division, known as the "Screaming Eagles."

The Kentucky Republican voted to support Trump's national security declaration in March, which allowed the President to use military funding for border wall projects.
